Since it is not possible to form a grand coalition due to the unwillingness of the SPD, the DVP and the BVP, Reichspräsident Hindenburg commissions Reichskanzler Luther to form a cabinet again. This results in the establishment of a bourgeois minority government with representatives from the DVP, the BVP and the DDP.
