With the state of emergency lifted, the restrictions on personal freedom and the freedom of the press also cease to be in force, along with the party bans. Consequently, the KPD and NSDAP parties are legal once again, with the latter only allowed to operate legally at the Reich level.

Reichspräsident Ebert dissolves the Reichstag because the DNVP, the SPD, and the KPD table numerous motions seeking annulment of the economic and social decrees that are so essential for stabilization. The dissolution of the Reichstag is legitimate given the difficult situation and the efforts of Ebert and the Reich government to avoid renewed destabilization. However, this decision creates a precedent which will have a negative effect in future on the stability of the democratic system.
