5 - 16 July
The first reparations conference with participation of German representatives is held in Spa. The outcome of the joint negotiations is a “coal agreement” in which Germany agrees to supply 2 million tons of coal to the Allies each month for the duration of six months. In return, the value of the supplies, based on the domestic price, is credited to Germany’s reparations account. Germany is also granted premiums and loans, which are calculated based on the difference between the domestic price and the higher world market prices for coal.

In the West and East Prussian referenda, 92.4 percent and 97.9 percent of the electorate respectively vote in favor of belonging to Germany.

The youngest son of the deposed Kaiser shoots himself near Potsdam. The reasons for his suicide remain unexplained.

The German government declares its neutrality in the conflict between Russia and Poland. On 25 July the Reich government decrees that no strategic goods such as coal, munition and explosives are to be supplied to either of the war parties.
