Reichspräsident Ebert lifts the state of military emergency and empowers the Minister of the Interior to take measures to defend the republic against subversive activities. Bavaria is the only place where the state of emergency is allowed to remain in effect; this is a result of a compromise between the right-wing forces in Bavaria and the Reich government.
