The Reichstag rejects the “Deckung” draft legislation presented by the Reich government, which envisages coverage of the budgetary deficit and tax increases, with 256 votes to 193. The Brüning government decides to implement the rejected bill in a modified form via emergency decree. This is done by the Reichspräsident under application of Article 48.

The Reichstag votes in favor of the SPD motion to annul the emergency decree of 16 July with 236 votes to 221. Brüning subsequently induces the immediate dissolution of the Reichstag by the Reichspräsident and passes the law in modified form once again as an emergency decree.
